ToI issue ends as Pradeep Thakur apologizes before Nyishi community

ITANAGAR Feb 18: The infamous ToI issue was brought to a conclusion today with senior Times of India journalist Pradeep Thakur, who hurt the sentiment of Nyishi community with a derogatory report published in May 2011, apologizing to the Nyishi community at Banquet Hall here. Members of Nyishi community including representatives of Nyishi Elite Society (NES) led by its president Bengia Tolum, All Nyishi Students Union (ANSU) led by its president Sikka Gapak, Nyishi MLAs, senior citizens of Nyishi community and MP Takam Sanjoy were present during the meeting which was presided over by Chief Minister Nabam Tuki.

While addressing the large gathering, Pradeep Thakur expressed deep regret for hurting the sentiments of Nyishi community with his report. “I am very sorry for hurting the emotion of Nyishi people. I am very sorry to know that people of Arunachal, particularly the capital citizens, had faced so much of trouble in the form of bandh calls and violence because of my report. I never intend to hurt sentiments of Nyishi people. I apologize for my mistake and hope that Nyishi people will forgive me,” Pradeep Thakur said. Further he added, “I also come from a small town and I can understand the pain of Nyishi people. I am deeply apologetic from bottom of my heart. Please believe me and trust me. I am apologizing with lot of sincerity and let me make one thing clear I had no malafide intention.”

Asked to reveal the source of information, Thakur said, ethics of journalism do not allow him to reveal. “It’s a known fact all over the world that journalists are not supposed to reveal the source of information. Therefore I cannot reveal my source too. I hope the educated and matured people of Arunachal understand about ethics of journalism,” said Pradeep Thakur.     

During the day an agreement was signed between Nyishi Elite Society, All Nyishi Students Union and Times of India to end the issue amicably. The content of agreement was read out to the gathering by MP Takam Sanjoy.  Chief Minister Nabam Tuki while addressing the gathering told that with this historic occasion, Pradeep Thakur issue has become a ‘dead issue’. “I had promised to give justice to Nyishi community by making Pradeep Thakur apologize to community members in Itanagar. I have delivered my promise. With this, the Pradeep Thakur issue has ended and it is time to move ahead. The time has come for us to concentrate in developmental and economic issues confronting the people of Arunachal,” said Tuki.    

NES President Bengia Tolum expressed satisfaction over the apology tendered by Pradeep Thakur.  “Arunachal has witnessed social tension and suffered economic loses because of Pradeep Thakur issue. But today Pradeep Thakur has apologized to us in front of Nyishi people here in Itanagar. We accept his apology,” said Tolum. ANSU President Sikka Gapak also spoke on the occasion.

A news article written by Mr. Pradeep Thakur which appeared on the Times of India web portal has hurt the sentiments of the people of Arunachal Pradesh, particularly the members of the Nyishi community. The Nyishi Elite Society and All Nyishi Students Union have initiated proceedings in Arunachal Pradesh against Mr. Pradeep Thakur.

Mr. Pradeep Thakur asserted in the discussion that  it was not his intention  to hurt the feelings of people of Arunachal, in particular the Nyishi community, the newspaper, the Times of India, carried a clarification that there was no intention to hurt the sentiments of the people of Arunachal Pradesh and regretted the unintentional offence. Mr Pradeep Thakur also apologized to the people of Arunachal Pradesh and the Nyishi Community in audio/video form.

Mr. Pradeep Thakur said in the discussion that professional ethics constraint him not to disclose the source from which he had gathered the information for the news article that appeared on the web portal. Accordingly, the NES and ANSU have accepted it.

The editorial team of the newspaper has taken steps and Mr. Pradeep Thakur has also co-operated and appeared before NES and ANSU representatives and on appearance again tendered his apology. The NES, ANSU and other student unions of the Nyishi community have decided to accept the apology so that the matter can be amicably settled. On acceptance of the apology by NES and ANSU decided to withdraw any/all other legal proceedings, complaints, FIR etc. which they have filed against Mr. Pradeep Thakur. The criminal case/FIR filed by the Union also stands fully and finally settled and compromised and they will take steps to withdraw/dispose of the same unconditionally and agree to file affidavit and take all necessary steps whatever are required for the withdrawal of the complaint/FIR and legal proceedings.

On signing of this all dispute between the community and Mr. Pradeep Thakur would stand amicably settled and they will have no ill will against him and all dispute/differences which  have arisen on the  publication of the news are settled once and for all. Moreover, the ban on all  publication  & circulation of Times of India group publications, including Times of India stands lifted.

This settlement is signed by the Presidents of the NES and ANSU on behalf of the unions as well as community and by Mr. Pradeep Thakur. Witnesses: Subhash Sinha, President, Delhi Media Association & Bamang Tago, Political Secretary to CM.

 

Leader looks at difficulties as challenges & not problem: Governor

ITANAGAR Feb 18: Arunachal Pradesh Governor General (Retd) J J Singh today called upon the youth to inherit the leadership qualities of ‘follow me’, ‘leading from the front’, ‘leading by examples’ and ‘fight to win’, while delivering a lecture on ‘Youth Leadership’ in a seminar cum workshop held at Rajiv Gandhi University, Rono Hills, Doimukh.

Governor Singh said that leadership is both an art and a science. There are some potential leaders who are born with a silver spoon in their mouths but only those of them become great leaders who are mould and trained by their parents, teachers, life’s experiences and their own effort. While most other leaders are born in humbler backgrounds, but with right genes and proper training, grooming and hard work, they develop and hone their leadership abilities and seize the opportunities that life offers.  He added that a leader has got to have a ‘winning streak’. The leader has to have that fire within, which spurs him or her on to greater accomplishment whatever be the situation.

The Governor said that a dynamic leader should also be an ever evolving or constantly developing personality. Citing to one of speakers’ way of looking at a subject during the workshop on ‘policy initiatives for promoting partnership between stakeholders in agriculture at Rashtrapati Bhavan, New Delhi on 15th February, 2012, which was attended by him along with Governors from twenty-five States, large numbers of Union Ministers and Chief Ministers, Singh said that whenever we talk of food security, we always concerned about 1.2 billion mouths to feed and overlook 1.2 billion minds, who can think of solutions. Therefore, a leader is the one who can think and think differently. He or she has to have originality in his ideas, unorthodox and innovative, the Governor emphasized.

Sharing his experiences to a jam-packed auditorium of students from various colleges of capital complex and Rajiv Gandhi University, General Singh said that the leader is the one who does not give up, who look at the difficulties as a challenges and not problem. He or she must learn from past setbacks and momentary failure.

Dwelling on the main theme of the seminar cum workshop, the Governor called for introspection and improvement among the civil servants. He said that a successful civil servant is the one who strive with professional ethos and carefully guards self against temptations. He or she should not accept being overruled when correct and have a sensible heart. A good civil servant must gainfully exploit his natural advantage of understanding the pulse of the people, he added.

Vice Chancellor of Rajiv Gandhi University, Prof. David R. Syiemlieh, who attended the programme, expressed hope that the seminar cum workshop will be a useful exercise and will be beneficial for the participants and students of RGU and its affiliated colleges.

Recalling the background of civil services from the British period, Prof. Syiemlieh said that the services assure a career with promotion, attractive salary and perks, enables officers to have exposure and serve in many parts of India.

RGU Vice Chancellor, while drawing the attention of the State Government for more funds for infrastructure, better teaching facilities, large number of courses and financial support with scholarship to realize the dream of India becoming a knowledge society called for a synergy running through and among the institutions to bring what is best for the students.

Speaking on the ‘Lack of internal democracy with youth in context of Arunachal Pradesh’, Bamang Tago, Political Secretary to Chief Minister of Arunachal Pradesh urged upon the youths to learn from past mistakes and have self retrospection. He said that youth today lack confidence amongst them. He cautioned them against involvement of huge amount of money in youth organizations.

Presenting his view points on ‘Role of students and youth organization in context of North East”, Secretary of North East Student Organization (NESO) Gumjum Haider pointed that students of the State has become the voice of deprived and underprivileged.

“This one-day seminar-cum-workshop is an attempt to provide opportunity to learn something about the background of civil service examinations like that of UPSC.  We are blessed to have the great and glaring personalities, who are the epitome of success, as resource persons of the day, who will throw light on the subject with their secret of success to make all of us realize the reality of civil service examinations,” said Arunachal Pradesh Scheduled Tribe Students’ Union (APSTSU) President Meje Taku.

Arunachal Pradesh Scheduled Tribe Students’ Union  General Secretary Suraj Tayam and Assistant secretary Marto Nyodu also spoke on the occasion.

In the technical sessions of the day-long seminar cum workshop on myth and realities on Union Public Service Commission Examination, power-point presentations were presented by some of the Civil Service officers from the State. First IPS officer of the State, DIGP Robin Hibu, gave a presentation on ‘Struggle in civil service-personal testimony UPSC’, while Director Programme & Implementation, Sonam Chombay IRS talked on ‘Civil service and overview’. Secretary IPR & Art & Culture Indira Mallo Jain, IAS spoke on ‘Approach to selection of optional papers in UPSC’.

Pranab Bharatwaj, Alumni of JNU, New Delhi, Mayank Bansal, Director of Smart Foundation, Guwahati and Prof. MQ Khan of Dera Natung Government College, Itanagar were the other resources persons.   

The seminar cum workshop was organized by Arunachal Pradesh Scheduled Tribe Students’ Union, a federal Unit of all India Scheduled Tribe Students’ Action Forum, New Delhi.

 

12 GPs from Lohit selected for Nirmal Gram Puruskar  

ITANAGAR, Feb 18: In a yet another cracking success stories the Lohit District Water & Sanitation Committee (DWSC) and the PHE & WS Division Namsai has held high the flag of Arunachal Pradesh in representing the state to the National diaspora.

The emerging success stories of Total sanitation Campaign has borne a new fruit, this time 12 Gram Panchayats have been finally selected for Coveted Presidential Award - ‘The Nirmal Gram Puruskar’ (NGP) 2011-12. The successful Gram Panchayats (GPs) are: Khatalguri, Khowji  and  Manfaliang under Lekang block, Deeobil-I, Deeobil-II, Nampong, Nangthow-Shayam & Solungtoo under Namsai Block, Chowkham-II & Mawai under Chowkham-Wakro Block, New Danglat & Danglat under Tezu-Sunpura Block of Lohit District.

It may be recalled here that till last year 7 number of GPs were awarded with NGP to Lohit district and 12 GPs this year totaling the score to 19. The award carries a Citation from the President of India and Cash Award of at least Rs 50,000 depending on the population.

Apart from the state level function, a national function will be organized at New Delhi shortly wherein President of India shall honour the select awardees of this year’s Nirmal Gram Puruskar.

The jubilant selected GPs expressed deep happiness that their hard work has been aptly recognized. The appreciated all hard works and right strategy adopted by staff and officials of PHE&WS Division Namsai led by the Executive Engineer Er.Tayum Tok and also thanked the Deputy Commissioner Lohit  and Addl Deputy Commissioner Namsai R.K. Sharma  and  T.Miso respectively and their spirited team for their unstinted support.

 

Provide better service to achieve revenue targets: Gamlin

ITANAGAR, Feb 18: Transport and Cooperation Minister  Jarkar Gamlin visited Tirap and newly created Longding district from February 15 to 16 last.

During the visit, Gamlin inspected the office of the station superintendent, Arunachal Pradesh State Transport, Khonsa, one of the oldest stations established in 1975 and held meeting with the officers and staffs and heard their grievances.

While addressing a meeting, Gamlin exhorted the employees to be sincere, dedicated and hard working and to provide better bus service to the public so as to achieve the revenue targets fixed by the department.

He informed the staffs that two new buses are earmarked for Khonsa during the year 2011-12, to ease the existing problems of the passengers, out of which one 33 seater is already pressed into service and the remaining  40 seater is being sent to Khonsa shortly.

Station Superintendent, N. Wangsa while highlighting the activities of Khonsa STS depot, requested for more funds for renovation of the old station building. Gamlin assured the SS to look into the demand on priority basis depending on the financial condition. On February 16 last, Gamlin attended the Oriah festival at Wakka, one of the remotest Circle headquarters of Longding district. Greeting the people on the occasion, Gamlin requested them to maintain their age old traditional culture and costume. He also urged them to avail the maximum benefits from the government schemes.

Replying to a memorandum submitted by Oriah Festival committee, Gamlin directed the station superintendent, Khonsa to continue the APST bus services from Khonsa to Wakka and vice-versa without any break. He also assured to sanction Rs 2 lakh for maintenance and upkeep of the existing vehicle for smooth running of the service for the benefit of locals of the circle.

While returning from Wakka, Gamlin inspected the Longding-Kanubari (52 km) road along with SS Khonsa for introduction of a new bus service.

 

Intermediate Reference Lab opens

ITANAGAR, Feb 18: People of Arunachal Pradesh can now take a sigh of relief with the inauguration of much awaited Intermediate Reference Laboratory, State TB training and Demonstration centre for Tuberculosis, a state level TB laboratory providing C&DST facilities and  drug resistance surveillance (DRS) of multi- drug resistant TB.

Operational research (OR) can be additional work subject to approval of CTD, training of DTCs and DOTs-Plus site staff and Monitoring of RNTCP Microscopy Labs (DMCs) in the state everything related to TB so that TB patients get their treatment at home free of cost instead of going out of the  state for their treatment.

The inauguration programme was organized by the Director of Health services NRHM here at C Sector Naharlagun today. It was attended by Parliamentary Secy. Nido Pavitra, Secretary Health and Family welfare Kaling Tayeng, Dr. B Tada, Nani Mali MD (NIHM), Dr K. Nishing DHS, doctors and nurses. DIPR

 

NABARD credit outlay for Arunachal pegged at Rs 140.75 crore

ITANAGAR, Feb 18: NABARD Arunachal Pradesh Regional office organized the State Credit Seminar-2012-13 for the state here on February 16. Principal Secretary to CM and Development Commissioner Finance, Yeshi Tsering inaugurated the seminar and State Focus Paper -2012-13. Senior officers representing state government line departments, Banks attended the seminar.   

The purpose of the seminar was to discuss the State Credit Plan for 2012-13 and issues involved in the flow of credit. The total credit outlay for the State is pegged at Rs.140.75 crore as per aggregation of potential linked plan proposed by NABARD.

In his inaugural address Tsering expressed his concern on the low CD ratio which is 26.73 as on March 31, 2011 whereas the minimum required level is 60. He  advised the banks to make concerted efforts for increasing the CD ratio in the state.  

He delved on the thrust areas of the state Government during the 12th Five Year Plan areas  including Self Help Groups, opening of banks in unbanked blocks,  revival of LAMPs, agriculture and allied activities, horticulture, animal husbandry, fisheries, marketing and food Processing etc.

Appreciating the NABARD for supporting the state government in promotion of Self Help Groups, Tsering  informed that the state government would allocate fund for SHGs during the 12th Plan for which Arunachal Pradesh State Co-operative Apex Bank Ltd., has been identified for maintenance of the fund.

He assured support of state Government for creation of basic infrastructure for opening of banks in unbanked blocks and in its recovery drive.

Regarding LPC, the Commissioner said that the certificates issued by Deputy Commissioners and other authorized officers are valid and should be acceptable to the banks for extending credit. He advised the banks, government departments and financial institutions to take into account the thrust areas of the government while planning and implementing their developmental schemes and programmes.

NABARD manager K Vaiphei  made power point presentation on the various issues for increasing credit flow in the state and the role to be played Government, banks and other agencies.

NABARD officer-in-charge S N Chalia, also spoke on the occasion.

Other officials/bankers also expressed their views and suggestions. It was informed by SLBC convenor that due importance will be given to the suggestions expressed by the participants and shall be discussed in the forthcoming SLBCs.

 

Citrus fruit production in Arunachal discouraging

PASIGHAT, Feb 18: Despite enormous potentialities in Citrus fruits production in the hilly terrain and foothills of Arunachal Pradesh, the state is yet to make any remarkable achievement in this field.

Low rate production of citrus fruit in North Eastern region is drawing attention of the agricultural experts, who have suggested a comprehensive policy by the state governments to boost the horticultural sector.

Sources from Pasighat College of Horticulture and Forestry (CHF) said that citrus is one of the major fruit crops in Arunachal and various citrus species like Mandarins, Oranges, Limes, Lemons, Graph-Vines besides many other wild species are being cultivated by the rural farmers. It suggested  the state Govt take appropriate measures  in order to encourage the citrus growers  and facilitate proper marketing of citrus products.

Talking to this correspondent, the dean of CHF, B N Hazarika informed that as many as 20 species/types of Citrus fruits are found in Arunachal hills. Most of the commercially cultivated species of citrus fruits are grown in sub tropical region. Though Siang belt is the main orange cultivation area, however, large scale production of citrus is found in Changlang, Tirap and Subansiri districts. Apart from temperate zone, orange grown in other zones in Arunachal are of superior quality, he said.

The CHF, established under Central Agricultural University has undertaken measures to boost the horticultural activities and to enhance quality of citrus fruits in the region. It has launched a project to share practical knowledge on citrus cultivation with growers. Under the project, the experts impart training to the citrus growers on use of scientific method for quality citrus production.

According to the report, Khasi Manadari species is cultivated in all NE region including Sikkim, covering about 97,400 hectares area of land and the production is 447,000 tones. However, citrus productivity in North-eastern region  is very low in comparison to average citrus production in national level.

The state’s Horticulture Minister Setong Sena and the concerned Parliamentary Secretary Honchun Ngandam, in a recent state level meeting, had decided to make a comprehensive plan for development of horticulture besides creation of a separate “Horticulture Produce Marketing Board and Research & Development Wing”. But the rural horticulturists of the state are yet to see any fruitful initiative in this regard.

 

Concern over occupation of Govt land at Ruksin

RUKSIN, Feb 18: Ruksin Area Youth Front (RAYF) has expressed concern over illegal occupation of government notified land in Ruksin township and demanded the authority to vacate the occupied land.

The RAYF president in a press communiqué alleged that a large portion of the government notified land at Ruksin township are under illegal occupation of some non-bonafide individuals, who have constructing temporary and permanent structures on the government land.

The RAYF has submitted a petition to Ruksin SDO, requested the administration to enquire on the illegal occupation of government land and make it public.

Meanwhile, Ruksin SDO(C) Yemlin Tayeng has denied any illegal occupation of government land in the town township. He has assured the youth front to take up the matter with district Land Settlement and Revenue department to ascertain the facts.

The functionaries of RAYF also decried the alleged inaction of the authority towards erosion posed by the Ruksin Korong, a perennial stream flowing down nearby the SDO’s residential quarter. The stream has been unabatedly eroding its right bank threatening the existence of many government buildings and other structures.

 

West Kameng reviews security scenario

BOMDILA, Feb 18: West Kameng district administration in a meeting held here yesterday reviewed the security scenario of the district before the end of this financial year. The meeting participated by Superintendent of Police, magistrates, HODs and DDOs of the district assumed significance as reports and instances of people armed with firearms intimidating  heads of the  department and DDOs had surfaced during last financial year ending.

Taking serious note of such unruly activities by a few which in turn jeopardizes the developmental activities of the district, Deputy Commissioner Rinchin Tashi said that it has tarnished the image of much acclaimed land of peace and tranquility.

A mobile Police unit with a Magistrate has been set up for round the clock patrolling of government offices and residential colonies. The Police Control room would be manned round the clock for effective monitoring of law and order.

DC Tashi urged the HODs and the DDOs to report immediately to the law enforcing authorities if such incidents  occur  again. He said the safety and security of the people is of utmost importance and such matters unheard of, in previous years at Bomdila, would be dealt with iron hand, he said.

At the same time, the DC called upon the district officers of respective department to maintain transparency  in implementation of  schemes within the stipulated time. DIPRO

 

St.Claret College celebrates annual day

ITANAGAR, Feb 18: St. Claret College, Ziro celebrated its Annual Day of the academic year, 2011-12 in presence of a delegation of the Parliamentary Committee of the Bhutan National Assembly.

Lower Subansiri Deputy Commissioner Nila Mohanan encouraged the students to learn from the Bhutanese delegation, who in spite of being very young are shouldering the responsibilities of the whole country. She said, commitment and dedication are key ingredients for good political leadership and not necessarily age.

A medley of traditional and modern cultural programmes was topped by a play which revisited the Greek myth of bringing fire (knowledge) to humans by Prometheus. A large crowd of public leaders, officers, friends and well wishers watched a two and half hours of cultural extravaganza.

 

Tam-Ladu celebrated

ITANAGAR, Feb 18: The Mishmi community of Anjaw district celebrated Tam-Ladu festival with traditional fervor and gaiety at Chaglagam, Dalai Valley, Anjaw on Wednesday last.

Attending the festival, Rajya Sabha Member Mukut Mithi exhorted the younger generation to follow the path of their elders in preserving culture and language.

Festivals are occasions for all the communities to celebrate irrespective of which community they belong, he said and urged the people of the Mishmi belt celebrate their festivals like Reh, Tam-Ladu etc. together.

“Barring little differences in dialects, we all originated from same ancestor and have to live together under one umbrella,” Mithi added. He also advocated for decentralization of developmental activities.

Later, Mithi announced Rs 20 lakh for construction of Tamladu ground and community hall.

Lower Dibang Valley ZPC Chiliko Meto asked the people to concentrate on horticulture sector to boost economy.

He also urged the students to create awareness against the opium addiction which posed threat to the society.

Duliajan OIL India Limited SE, B Ama also spoke on the occasion.    

Attending the festival at Hayuliang, local MLA and economic adviser to CM Kaliko Pul said festivals foster unity and brotherhood and also provide a platform to showcase one’s reach culture and tradition. He advised people to celebrate festival with gaiety in the framed date to save time. He discouraged donation culture during festival.

He advised the students to maintain discipline, devote themselves in their studies and respect teachers to achieve success in life.

He suggested the people of Hayuliang to take up horticulture and other income generating activities as the area was suitable for growing various exotic fruits like kiwi for self reliant.

Public hearing on Pappu Valley hydro project ends with positive note

SEPPA, Feb 18: A public hearing on Pappu Valley Hydro Electric Project (48 MW) was conducted by Arunachal Pradesh State Pollution Control Board at Palin under Pijerang circle of East Kameng district on February 16. The hydel project is being executed by M/s Vensar construction company Ltd. The hearing presided over by the DC Tope Bam was attended by U V Ramanan, chairman; Mama Natung, Co-partner;   J  Dharma Rao, Vice-President, Vensar company Ltd, N. Tam, IFS, member secretary, LRSO, CO and the project affected families among others.

It is to mention here that the Pappu Valley Hydro Electric Project, 42 Km from Seppa  aims at harnessing Hydro power potential of Pappu river, one of the tributaries of Kameng river. Implementation of project will improve the social and physical infrastructure in the project area and its surrounding and generate employment opportunities in addition to supplying power to the state and country after completion of the project.

Tope Bam called on the project affected people to extend whole-hearted support and cooperation to the executing agency during various phases of the project implementation for timely completion of the project. Through this project, Pappu Valley known for rice-bowl of East Kameng could further move ahead to the path of progress, he added.

Responding the demand for land compensation of the project affected families @ Rs,1000/- Per Sq.mtr for WRC and Rs 300/- Per Sq.mtr. for Jhum land, he   said the district level land compensation committee will  look into the matter and appropriate rate will be fixed for compensation. Further, he said that the project will have a good social impact with enhanced social and physical infrastructure, increased employment opportunities.

The public hearing ended with a  positive note with the unanimous resolutions on the points placed by Sanjaiv Tana, on behalf of affected families which included that the projects should be taken up in a more speedy manner, relocation of power house for which the land being donated by Mado village, provision for rehabilitation and resettlement of Gumtung and Mado village likely to be affected by soil erosion in future and necessary protection along the downstream basin.

Sub-treasury office inaugurated

ITANAGAR, Feb 18: It was indeed a day for rejoicing for the general public and the government employees when local legislator Kumsi Sidisow inaugurated the Sub-Treasury Office here at Singchung ADC post in the district today. The High Level Standing Committee of the state government had approved and ordered the establishment of the independent Sub-Treasury office for transaction of government business.

In the public meeting that followed, MLA Kumsi Sidisow congratulated the local administration for taking up the matter in right earnest and for facilitating early set up of the Sub-Treasury office. Urging the officers, the public & PRI leaders to work in tandem for the development of the area, he exhorted the people to be a partner in the development of the area irrespective of party and personal affiliations.

Expressing his satisfaction over fulfilment of most of the commitments made mainly on road connectivity, health, education and power in his constituency within a short span of about two and half years, Kumsi sought further support, co-operation and goodwill to continue his public oriented activities.

Earlier, Deputy Commissioner Rinchin Tashi terming the asset as another feather in the cap of the district, assured to make the office functional by providing the required manpower till creation of posts and subsequent appointment by the state government.

Impressing on the need for better understanding between all sections of the people, DC Tashi called upon the officers, the public & PRI members to put in their collective effort for the interest of the common man and for the development of the area.

At the district headquarters Bomdila, a mass sanitation drive was conducted on the day as part of the Swachchta Diwas. Government offices, residential colonies, public places and the Bazaar line were given a thorough face lift. The BRTF & SSB unit Bomdila pitched in with their men and machinery in the Safai Abhiyaan.

 

JNC celebrates Annual College Day

ITANAGAR, Feb 18: The 45th annual college day celebration of Jawaharlal Nehru College (JNC), Pasighat begins today in impressive manner. Parliamentary Secretary for Tourism Passang Dorjee Sona, Parliamentary Secretary (Tourism) while inaugurating the college day celebration exhorted the students to concentrate in their mind in study to gain knowledge and be the guiding light to the society.

He also appealed them to follow luminaries of JNC  who are serving the state as well as the nation in different capacities. Sona said such occasions provide a platform to show their talents and also learn from each other.

Replying to the problems focused by Zing Darang general secretary, JNCSU, Sona said that the government is trying to revamp the education system. He admitted the need of improvements of infrastructure like library, girl hostel, security wall and assured to bring these in the notice of the government.

Deputy Commissioner East Siang Talem Tapok, urged the students to raise the standard of discipline and also to put in hard work to be equipped well to face the competitive world. He advised students to stay away from politics which may create division amongst them. Rather they should devote their full time in study and for their welfare as they are the future of the nation, DC added.  

Earlier, the college Principal T Talom conveyed his gratitude to PD Sona and DC Tapok for their motivating speeches and also the invitees, faculties and the students to make the event successful. Talom said our students brought laurels by bagging Governor’s Award four times now. Miss Chathe Lammaty, a student of Botany (Hons) has been selected for merit award 2012 to be conferred on Feb 22 next, he added. DIPRO

 

Silver Trophy for the Apnes

APNA annual day dedicated to child health care

WAKRO, Feb 18: Apnes were charmed with a beautiful silver trophy gifted by filmmaker Dipti Bhalla, for Best All Round Student. Dr Patanjali who handed over the trophy to Apna school management on February 16 lauded the donor for supporting rural Arunachal school.

Teacher Anura Thamoung speaking about the ‘Niti Bhalla Trophy’ informed that Niti Bhalla’s (29 July 1955 – 27 April 2010) simple approach towards life reflected her beauty. Life’s challenges, never diminished her ability to make others forget their own woes. She touched the lives of almost everyone she met. Niti studied at Loreto Convent, Lucknow, graduated from LSR, Delhi before entering the travel trade, working with airlines like Cathay Pacific and Singapore Airlines. As a child she spent much time in Assam tea gardens, creating a strong bond with the Northeast. Her father a mechanical engineer in the railways, also served as the General Manager of the Northeast Frontier Railways headquartered in Guwahati. She last visited the region in 2005. Towards the end of 2009 she was diagnosed with lung cancer, which brutally cut short her life. She is survived by her daughter Manavi. The Niti Bhalla Trophy is instituted in her memory by her younger sister, Dipti Bhalla Verma, who is the author of the Northeast Trilogy.

A school health programme was also organized jointly by the DMO, Tezu and ASSET.  Wakro EAC Tuli Gangkak inaugurated a Eye Care camp which was conducted by Dr A Wailong, Eye Specialist from the district hospital, Tezu.

Dr Wailong screened 148 cases detecting 25 cases of refractive error. 19 cases were corrected and the specialist referred 6 cases to Assam Medical College Hospital, Dibrugarh. Amit Bhoumik and Devendra Yadav of Tezu contributed immensely by rendering personal support to the Eye Camp. Gangkak appreciated the yeoman service and called upon all to support such initiatives of social uplift. The EAC later gave away the annual prizes to the students.

 

VKAJ organizes free surgery camp

ITANAGAR, Feb 18: Vivekananda Kendra Arun Jyoti (VKAJ), Arunachal Pradesh conducted a free surgical camp in collaboration with Remote Area Medical (RAM) Corp., Knoxville, USA at Central Hospital of Coal India Ltd., Margherita, Assam from February 12 to 17 last.

A total 34 patients were operated upon successfully for various ailments by a team of six NRI doctors during the camp.

59 endoscopy tests were also conducted free of cost and medicines provided to the patients.  Mitra Medical Services LLP provided endoscopy machines with experts. Further, 124 patients have had their health checked, and medicines were provided to them free of cost. Medicines were supplied by Govt. of Gujarat and Geo-Enpro Petroleum Company, Kharsang oil fields.

The camp also benefited patients from many remote areas of Tirap, Changlang and Lower Dibang Valley districts of Arunachal Pradesh.

The camp was inaugurated Chief General Manager of Coal India Ltd P.K.Borah. CIL under its Corporate Social Responsibility fully cooperated with Vivekananda Kendra with its manpower and all sort of logistic support.

 

NITS in North East States: Symbols of Development & Productivity in Knowledge Society

India is the only country in world that is near developed or developing country in economics front without having developed education system. The result is based on reliable facts and figures of united nation organization. Indian rank is very poor on human development index in the world. It ranked 141 out of 173 countries in the overall education index in the year 2000. In Human Development Index in 2001 India ranked 127 out of 175 countries with China and Vietnam respectively at 104th and 109th position. India belongs to "Information Poor" group in the world. Only three India universities have got place in first 500 universities in the world whereas there are more than 15 such Chinese universities. Improved human resources generation is accepted over the whole of world as one of the sound strategies for competitive advantages in the age of globalization. Need of the hour is to give highest priority to improve human resources vis a vis education sectors. In coming age of knowledge economy, knowledge will be main source of power to which human resources will play the key role. India can not and should not ignore this basic rule of developing India in changed scenario.

The quantitative axis of improving human resource generation in India has an acute problem associated with population growth whose effect is the increase in gross enrolment ratio. This ratio expressed as a percentage of the population in only tertiary education in India had jumped from 4.9% in 1970 to 6.5% in 1995. Again it does not mean that generation of human resources is significant in India. In 1990, the total number of scientist and engineers per million population was 2807, 1665, 158, 3317 and 109 respectively in the Developed countries, the Europe, the Developing countries, USA and India. This reflects the poor position of India. India needs to generate improved human resources by opening more and more colleges and universities. Analysis of the technical education will be relevant as in recent past private investment to increase man power generation in technical education has been increased manifold in India. India ranks below even most developing countries in terms of enrolment per 100,000 inhabitants. Out of several other parameters behind such a poor position, one was the non-availability of higher education institutes. With private participation, the opportunities of higher studies increases, and this may increase the enrolment figure comparable to other developing countries. Adam Smith said, " it is not from the benevolence of the butcher .. or the baker that we expect our dinner, but from their regard to their own interest." Here lie all theories of investment by private sectors. Profit or in gentle word return on investment as often told in the education sectors, is the ultimate motive. The profit motive has natural attraction for quality degradation.

As a consequence of ever-increasing marketization of higher education, the basic disciplines like physics, chemistry, mathematics, languages, philosophy, history and geography etc are not offered in the private institutes and universities. The private investment still is oriented to courses of market demand. This will create an imbalance in the higher education system. In India most of the private engineering colleges offer courses in Computer, Electronics and Information Technology; and hardly mother engineering like mechanical, electrical, civil etc. The imbalance so created will have adverse effect in future both in terms of availability of engineers at proportional level and in related expertise & development. A report of UNESCO in 2000 said, " ...the private (for profit) sector has problems establishing quality programs that address anything other than short-term market driven needs." The high tuition fees of higher education in private sectors will encourage only affordable societies to opt for. The meritorious poor students will not benefit from higher education opportunities offered by the private institutes. Is it creating a further gap between haves and haves not in higher education? Generating scope for higher education for affordable students at the costs of non-affordable but meritorious students is bound to cast poor figure on quality on outputs and cause poor productivity.

Today our country needs a national "transformation process that is revolutionary in result, but evolutionary in execution" for improved human resource generation both in quality and quantity. In such a scenario, the establishment of the National Institute of Technology at Arunachal Pradesh, and for that purpose in all North East states is a meaningful and prospective decision.

Swami Vivekananda said: "Our duty is to encourage everyone in his struggle to live up to his own highest idea, and strive at the same time to make the ideal as near as possible to the Truth."

Being the first regular Director of NIT, AP it is my duty therefore to lead the institute to achieving its defined and obvious basic aim to produce global futuristic engineers who will be future builders of our nation. NIT, AP does not like to be a follower BUT A LEADER in the field of world scholarship, the objective that I like to meet. I am sure & pray that all concerned will co operate, guide and direct me appropriately to this destination. Martin Luther said: "Everything that is done in the world is done by hope.

NCC camp

ITANAGAR, Feb 18: A NCC camp was conducted from  February 8 to 17 at 18 Assam Rifles camp situated at Jairampur. Around 260 NCC cadets took part in the camp. They underwent training in PT, Drill, Map Reading and Navigation.  The 18th Assam Rifles conducted Weapon and Equipment display on 14th of this month. Special lecture was conducted by Unit Doctor Capt Sridevi Thapa, RMO regarding body mass index, nutrition, HIV/AIDS, drug abuse, tropical climate diseases and its prevention and cure.  

Besides the NCC cadets were given opportunity to trek to Pangsau Pass.  A cultural programme was presented by 26 Assam Independent Company NCC cadets.  Colonel B S Saini in his opening address mentioned about all the activities conducted in coordination with 18 Assam Rifles. A total of 260 cadets were presented. The Colonel R S Chauhan, Commandant and his wife attended the opening programme.

 

Army jawans to take part in Statehood day celebration

ITANAGAR, Feb 18:  Army personnel of Gajraj Corps Eastern Command would join the people of Arunachal Pradesh in celebrating the Silver Jubilee of Statehood at Indira Gandhi Park.

A mega show is being planned at Indira Gandhi Park from February 20 to 24. The special features of the show are fly past and maneuver stunts of the SU-30 and Advanced Light Helicopters, motorcycle stunt by Army’s Dare Devil team, weapon display, cultural activities and medical camp.

The locals people will get an opportunity to witness the symphony band display by Tri Service Band and bands from Grenadiers Regimental Centre, 58 Gorkha Training Centre and 13 Grenadiers.

The mega event will be attended by Defence Minister AK Antony, Lt Gen Bikram Singh,  GOC-in-Chief Eastern Command and Lt General Shakti Gurung, GOC Gajraj Corps, besides other important civil and Army dignitaries.

 

Seppa traders to stage dharna

ITANAGAR, Feb 18:  All the business community and general public of Seppa unanimously decided to stage dharna before the DC and SP offices on February 22 in favour of the demands which include arrest of the culprits who had damaged the EKCCI office recently.  The decision was taken in a general meeting organized jointly by BWCS & EKCC&I  at Abotani Manch Main Bazar line, Seppa today.

The meeting further resolved that all the shops of Seppa town will remain closed for indefinite period if the District Administration fails to meet the demands within 5 days.

 

Apprehend culprits, ANYA demands

ITANAGAR, Feb 18: The East Kameng unit of All Nyishi Youth Association (ANYA) has demanded the district administration and police to nab the culprits involved the vandalization of office of East Kameng Chamber of Commerce and Industry recently.

While criticizing the ‘weak’ police department for failing to apprehend the culprits, ANYA demanded exemplary punishment to the miscreants involved in the incident.

 

APCF conducts health & educational awareness campaign

ITANAGAR, Feb 18: Various educational and health related issues, including HIV/AIDS have been discussed in details during the first ever social, educational tour programme and awareness campaign of Arunachal Pradesh Colleges’ Forum (APCF) at Indira Gandhi College, Tezu yesterday.

The students were made aware of the causes and various modes of spreading HIV/AIDS and their preventive measures by APCF president Techi Raman. He said that no case of HIV/AIDS has been reported so far from Indira Gandhi College, Tezu.

Senior medical officer Dr. Sophia Shullai, who was also present, expressed concern over growing HIV/AIDS cases in Lohit. He advised the students to get themselves tested for the HIV regularly.

Meanwhile, APCF demanded the authority concerned to introduce science stream at IGG College in the greater interest of the people of the district. It also urged for providing sufficient faculties, classrooms in the college and erecting boundary walls around boys and girls hostels of the college.

 

Tadar Eachu memorial football tournament

ITANAGAR, Feb 18: The final match of the Tadar Eachu Memorial Football Tournament will be played between Arunachal Pradesh football team and the defending champion Manipur at NERIST Ground, Nirjuli on February 20, informed   NERIST Arunachal Pradesh Students Association (NAPSA), the organizer, in a release today.

The tournament began on February 4 and football teams from  North East and another team representing rest of India  took part in it.

Parliamentary Secretary, Tourism, Pasang Dorjee Sona and North-East Students’ Association secretary general Gumjum Haider and 10th ITBP commandant Rajesh Tomar will witness the final match.

 

Fight against corruption

ITANAGAR, Feb 18: All Upper Subansiri District RTI Activists Forum has appealed to all section of the society to fight against corruption and administrative malpractices in Arunachal.

Inspired with the achievement of RTI activist Payi Gyadi who received the Idea CNN-IBN Citizen Journalist Award -2012 recently, the Forum said his efforts to root out corruption from the state will surely inspire all, particularly youth, to raise voice against corruption.

 

PMGSY  road inaugurated From Our Correspondent

SEREN, Feb 18: A 3.5 km PMGSY road from NH 52 to Seren village in East Siang district was inaugurated today by political adviser to CM, Tako Dabii.

The road built by the RWD would provide connectivity to 500 villagers and expedite their development, Dabii said in his address, adding the GoAP aims at all-round development of the state.

Pointing out that the people were more materialistic and self-centric, he stressed the need for setting up of Lokayukta on the line of Gujarat so as to ensure accountability of one and all. “Lokayukta is the need of the hour,” he added.

 

DDSE’ efforts lauded

ITANAGAR, Feb 18:  East Kameng district unit of Arunachal Teachers’ Association today said that recently conducted jury awards to sixteen teachers by personal initiative of deputy director of school education (DDSE) Kata Rangmo would open the eyes of irregular teachers in the district to work sincerely for the enlightenment of education. District ATA unit said that the little endeavor of DDSE would set an example to encourage the teachers to work selflessly.  It further appealed to the teaching community of the district to join hands together to bring up the education sector of district.

 

Skill dev. prog. concludes

ITANAGAR, Feb 18: The 42 days basic training on tailoring (skill development programme) organized by M/s Diri Traditional Dress cum Tailoring Centre under sponsorship of NABARD concluded here today.

Attending concluding day programme, S Dev, EPO, KVIB made the trainees aware about various loan and training facilities under various schemes for self-help groups for setting up rural industry.

Tapa Mosu, APO, DRDA, suggested the trainees to reap the full benefit of such training programme to develop their skill in their chosen field.

 

Attack condemned

ITANAGAR, Feb 18: All Tali Pipsorang Capital Dweller Welfare Association (ATPCDWA) alleged that two persons have suffered grievous injurious when a group of miscreants attacked them at Nirjuli near NERIST complex today morning at around 9.45 am.

The injured Yurna Taja and Gyaniu Talo have been admitted at RKM Hospital for treatment, the association said.

When contacted, police confirmed the incident.

Prior to this incident, the miscreants had raided and destroyed the common house constructed for the people of Tali and Pipsorang at Nirjuli twice on February 14 and 17, the association claimed.

The association said, an FIR was lodged with Nirjuli police against the miscreants yesterday.

While condemning the barbaric act of those miscreants, ATPCDWA demanded the authority to take immediate action against the culprits and punish them as per law.

 

No formal Losar celebration

ITANAGAR, Feb 18: The Itanagar Buddhist Cultural Society (IBCS) has decided not to go for formal Losar celebration this year to mourn the demise of late Chief Minister Dorjee Khandu. Society also expressed sympathy with people of Tibet who are struggling against Chinese repressive regime.

Further IBCS has appreciated prompt response of Chief Minister Nabam Tuki, 3 MPs and Tourism Minister Pema Khandu in regards to Tawang fire incident in which one minor lost his life.

 

Apang mourns death of Banom Takuk

ITANAGAR, Feb 18: Former Chief Minister Gegong Apang has expressed deep shock at the demise of late Banom Takuk, ASM, Jambo  and Tuting-Yingkiong BCC president, who  passed away this morning.

Late Takuk was a patriot, artist and a dynamic leader of Upper Siang district.  He possessed an amiable disposition with an endearing personality and was loved by all section of the society, said the former CM in a condolence message.

His untimely demise has caused irreparable loss not only to the entire members of his family but also to the people of Upper Siang district and  the state as a whole, Apang said adding the void created by his death will be very difficult to fill up.

His valuable service and contribution to the Society shall always be remembered, the message said.

On behalf of his entire family and his own behalf, Apang conveyed deepest sympathy and heartfelt condolences to the bereaved family of late Takuk and prayed to Almighty Donyi-Polo to give them enough mental strength to bear the irreparable loss and for eternal peace of the departed soul.
